
DMV Offices to Temporarily Close for Statewide Technology Upgrade
Ulster County, NY — The Ulster County Department of Motor Vehicles, along with all DMV offices in New York State, will undergo a large-scale system upgrade next month that will require our office to be closed and alter our business hours.
In February, the New York State DMV is implementing the initial phase of a multi-year project to replace and modernize its aging technology systems. To bring the first part of the new system online, the state is ceasing all DMV operations, including online transactions and the state DMV phone system, at 1:00 p.m. on Friday, February 13, 2026.
Due to this statewide shutdown, the Ulster County DMV at 244 Fair St. in Kingston and the DMV Mobile Unit will be closed beginning Friday, February 13 at 1pm and will remain closed through at least Wednesday, February 18.
During this period, the state DMV will migrate approximately 30 million records to the new system and complete the transition necessary to bring the first phase of the upgrade online. No DMV transactions of any kind will be able to be completed during this period, including in-person transactions, online services through the state DMV website, or by phone. The state DMV phone system will also be unavailable during the shutdown.
The New York State DMV’s implementation timeline calls for offices to begin resuming operations sometime on Wednesday, February 18. The Ulster County DMV will provide updates regarding reopening and business hours on the county website and the Ulster County DMV Facebook page.
“This system upgrade is essential to modernizing motor vehicle services,” said Ulster County Clerk Taylor Bruck. “I ask the residents of Ulster County to be patient through this transition. Even when we reopen, our DMV staff will be navigating an entirely new internal system, and I am sure there will be bumps along the way. We’re working diligently to get everyone up to speed, but once the system is live there will inevitably be growing pains. Our staff will do their very best to learn and implement new workflows, and I’m hopeful that going forward this new system will make transactions faster and smoother.”
ABOUT THE DMV SYSTEM UPGRADE
New York State DMV has contracted with software company FAST Enterprises, LLC, which has implemented similar systems in more than 20 other states, to help modernize its technology platforms and service delivery in two major stages over the next two years. The new technology will replace and consolidate a significant portion of DMV’s legacy systems, some of which are more than 50 years old. The goal of this initiative is to make the DMV more secure, stable, and agile, while providing customers with more efficient, secure, and convenient services.
